Different game, but Delta quadrant spatial scission 1st edition Star Trek allowed two copies of the same unique character in play at the same time. It was a lot of fun. From memory there was a clone card that did the same thing.

I wouldn't mind a spatial scission fellowship deck - sounds fun, or better still spatial scission The Balrog for two Balrogs at site 5. Some of us were talking about different ways of playing the game today, maybe this is the future of LOTR  ;)

The rule was applicable in flavorful sense.

Example: Mysterio, a Spider-Man villain who was known for using illusions in his crimes could be non-unique. Also, Kang, an alien super-race could be non-unique. Both of those examples are quite flavorful, based on the characters they are based on.
