FWIW, "Bewitched King" sounds too much like Witch-King. Theoden Bewitched would probably be better.
You are right. I will rename him Théoden Bewitched.

I'm not sure about the name, would 'Hostile Bodyguard' be better (it fits with Unferth's exerting strategy).

I'm thinking about modifying Steel Chain.

(0) Steel Chain and Dagger [Isengard]
Possession • Hand Weapon
Strength: +1
Bearer must be an [Isengard] man.
Skirmish: Discard this possession to play a [Isengard] condition from your discard pile on a companion skirmishing bearer.

With frodo, i'd see him getting abused by response rings like Isildur's Bane and Ring of Rings, but i don't know how else to do it.
