Gandalf Manager of Wizards effect text

I have a question about the effect text of Gandalf, Manager of Wizards.

If you place 3 cards on top of your draw deck,
Then your opponent places 3 cards on top of your draw deck,

Then...
(1) your cards stay on top of your draw deck, but your guy isn't strength +3
OR
(2) you have to take your cards back into your hand, AND your guy isn't strength +3

I realize that the question is purely academic, because if the answer is (2), then all you have to do is put the cards on top of your draw deck AGAIN and AGAIN until your opponent is out of cards, and then in effect it's the same as (1)....

But I'm curious how you think the card should be read.

num 1 is right, the card doesn't say to take your cards back into hand so you don't.

When an effect is prevented the costs are still paid for.
