The Balrog, Demon of Might while not at underground site....

I have a question about The Balrog, Demon of Might.
When we are NOT at an underground site,
can he be assigned to companions of strength 6 or less?

Never noticed that before - but all of the game text seems linked to the first

While at an underground site ... skip archery,skip maneuver, can't be assigned to companions of strength less than 6 ...

If not at an underground site none of the text is relevant so he is just a strength 17, damage +2, fierce minion that can be assigned to anyone the way i read it.

When you are not underground, the Balrog can be assigned to anyone. Chompers is correct.

Kidding lol, just joking on the fact that lets say you have this balrog and the freeps only has frodo out with strength 4. If you are underground you can't be assigned to frodo to kill him ^_^.

Probably best to deploy another minion in your hand then

Would be pretty ordinary luck if your opponent is at site 9 - it is underground, they have only frodo left with strength 5 or less, and this balrog is the only minion you can play.

How can you prefer that??? Seriously. Skip maneuver and archery, that is so good. But it sucks to face huge Durin, that laughs about the Rog, or Aragorn with an armor, or treebeard with 2 pumps.. all the hard work for nothing.
