I think there is a clue as to who our assassin might be...  I'll have to wait and see if it pans out.

   a waterlogged corpse   
   was found in the river   
   surrounded by the ducks   

   mallards mostly   
   and a few geese   

   as for identity   
   the body had decayed   
   beyond all recognizability   

   the autopsy revealed drowning   
   as though it weren't obvious   
   despite the lack   
   of cement on the feet   
   only rusty boots   


   a victim has died

Well, we all screwed up - it is our job to "serve and protect" so to speak.  With all that water reference, we all got snookered.

I'm still trying to see the connection between Dain and the clues - the only one I see is shoes.

Just thought I'd poke my head in here... shouldn't that read "they will be wearing"? Trying to figure out the grammar otherwise... ???

Oh... I get it.

Normally the cement shoes are used on people... but they're not necessary if his feet are already too heavy. I guess.
I dunno if the rest is even relevant, or just menacing babble.

Could be. Actually, that makes sense, but it seems a bit of a 'volatile' clue, though, as some marksmen could potentially change rank by posting before the clue is solved.

None of the cops are Marksmen, so that's in keeping with the "none of the cops / has an aim / like that of my victim" lines.

The Marksmen -- at the moment -- are:
bibfortuna25
Ellessar's Socks
gil-estel
Glamdring
Josiah_of_Rohan
Mythdracon
NappyKorn
TheJord


Any of them seem to fit into the clue better than the others?
Incog seems to be saying that the victim is potentially dangerous-- which could point to Mythdracon, along with the line "before i fire." Granted, that's Incog firing, but it might have something to do with Dragon's (dracon) fire.
Or not. That doesn't quite seem to fit.

I'll keep looking, in case it's not based off marksman.

Not that I think it is, but a sniper is said to have a hawkeye. I don't think the assassin would go after the person twice.

I think Lurtzy has it.  "marked by a sniper" -> takes aim. aim is mentioned twice.  Great catch.
