well, as you don't have any Fearless axeman in this Deck, I think using endurance of dwarves (and even four copies!) is pretty useless. Also, you should consider adding trusted Weapon for Durin and Axe of Erebor for Gimli, so that both have a big axe. I'd also consider adding another comp as Sam is more a Speedbump and Burden-Eater than a Main companion. You could either way try a Aragorn, RotN, Faramir, SoD, Eowyn, LoR or even Farin, Dwarven Emissary, which is very nice against orcs overall (and he's a Dwarf!). One or two Flurry of Blows can also be a nice surprise ;)

Now, the Shadow... Ulaire attea the easterling x4 is just crap worse than crap incredible crap! I tried him pretty often (I have 3 real life twilight Nazzies deck, one for FotR Block, one for TS and one for Movie) and I was never able to use him well. But Ulaire Nelya, RiT is a card you should try to pack in at least three times. He can be a nice early killer with his dmg +1 and fierce. replace We must have it x4 with CbtR x4 to use Morgulduin even more. Also try Morgul Skulker. I use him in every Nazgul Deck I can, and he's always useful, getting back another Witch-King or IWtBF.

As for my suggestions, the only card that seemsexpensive to me is Trusted Weapon. The others (including Nelya, RiT) should be easy to get.

Stronghold of Minas Morgul is awesome in a deck like that. It's a rare card but I don't think it should be too expensive. It would justify using that Ulaire Attea, even if it isn't really good. Otherwise, I agree with most things said by witchkingx5.

I am actually relatively unimpressed with the free people's for this deck. I am not a fan of the "just stack a lot of #$&*@! on your Dwarves and they should be good to go" strategy.

I think you need Slaked Thirsts in that deck to protect from Grima, Wormtongue. While it would look great stacked on Preparations, it would be awfully easy to stack it on Here Is Good Rock.

You don't need Delving in a 31/31 deck that runs 3 copies of Fell Beast. You are going to burn through that deck by site 5. I think the deck should be at least 36 cards. I would probably have something like this (if I was going for the possession stacking):

Starting:
Gimli, Bearer of Grudges with The One Ring, Answer to All Riddles
Linnar, Dwarven Lord
Durin III, Dwarven Lord

Free Peoples:
Uri, Dwarven Lord x3
Sindri, Dwarven Lord
Farin, Dwarven Emissary
Sam, Son of Hamfast
Aragorn, Ranger of the North

Axe of Erebor x2
Gimli's Battle Axe, Trusted Weapon
Dwarven Axe x3
Dwarven Bracers x4

Here Is Good Rock x3 (or Preparations x3)

That said, I don't think that Nazgul and Dwarves match up very well.

As for the Shadow, at 36 cards, I would want to see it look something like this:

The Witch-King, Lord of the Nazgul x3
Ulaire Nelya, Ringwraith in Twilight x3
Ulaire Enquea, Ringwraith in Twilight x3
Morgul Brute x3
Morgul Destroyer x3
Morgul Skulker x3
Gollum, Dark As Darkness

Morgul Gates x3
Captured By the Ring x4

His Terrible Servants
Blade Tip x3
Black Breath x3

Fell Beast x3

That does have some expensive cards in it. Morgul Brute is going to be tough to acquire, but Morgul Gates shouldn't be so bad.

i've found a couple copies of blade tip in a twilight nazzy deck can be quite... persuasive...

and a pair of otsea wit not only is a cheaper twilight nazzy for your events.
