Possessions on allies

Can I equip allies with possessions? especially possessions that only plays on a dwarf, plays on a hobbit etc etc

for example i drew my 4th axe before my fourth dwarf...can i put it on thrarin, dwarven speedbump first?

Sure, as long as you meet the requirements....Note though that transferring them is only possible at the ally's home site.

what if i use Bilbo, retired adventurer then attach The Gaffer's Pipe to him. I have no intention of transferring it since the only other hobbit will be Frodo bearing his own pipe.

1. would it be possible to use the gaffer's pipe even when not in the ally's home site?
2. still counts as 1 pipe even when not in home site.. correct?

If i remember correctly, if i put an elven bow to an elven ally, they only contribute to fellowship archery on their home site...

Yes, you can use the text of The Gaffer's Pipe at any site and you still spot it for pipe count.
Also, putting an Elven Bow on ally would make that ally an archer and he would add to Free Peoples archery only on his home site, but he could still be counted for archer-count which makes Aegnor in combination with 4 Elven Bow and those 4 ally archers a beast. With Legolas that then makes 9 archers and that's nasty.

I often put Rohirrim javelin on Rohan allies, that works well...

I don't see why you could not still do that as Rohirrim Javelin is in set 7.
