I recently found some old DCs on my computer and, after a bit of editing, I thought I would share them here. My knowledge of the game is limited to sets 1-10, so all of these DCs were created with only those sets in mind.  There are no real rhyme or reason to these, but hopefully there are a few worth looking at (I'll break them up into a couple posts so that it's not a massive wall of text).

[3] Eldest of All [Elven]
Condition
Bearer must be an Elf.
Each time bearer is about to take a wound, discard the top card of your draw deck.  If it is an [Elven] card, exert bearer instead. 
"‘Eldest of all, the elf children…'"

[2] •Legolas, Keen-eyed Companion [Elven]
Companion • Elf
Strength: 6
Vitality: 3
Signet: Frodo
Archer.
At the start of the fellowship phase, you may reveal an opponent's hand.
 "They still flew high and out of sight of all save Legolas…"

[1] Perception [Elven]
Event • Skirmish
Place any number of cards from hand on top of your draw deck. The Shadow player then places any number of cards from hand on top of his or her draw deck.  For each card placed on your draw deck more than the Shadow player, make a minion skirmishing an Elf strength –2.
"‘…even as I speak to you, I perceive the Dark Lord and know his mind.'"   

 [3] More or Less Related [Gandalf]
Event • Fellowship
Exert an unbound hobbit twice to draw a card for each Ent companion you can spot.
"…trees of a kind that the hobbits had never seen before…" 

[3] Eat into the Walls [Gandalf]
Event • Response
If an Ent wins a skirmish, exert that Ent twice to discard X Shadow conditions or possessions, where X is the number of unbound hobbits you can spot.
"Their fingers, and their toes, just freeze on to rock; and they tear it up like bread crust. It was like watching the work of great tree-roots in a hundred years, all packed into a few moments." 

[1] Spontaneity [Shire]
Condition • Support Area
Response: If a companion is about to take a wound, discard an unbound hobbit who is not assigned to a skirmish to prevent that wound.  Any Shadow player may remove [1] to prevent this. 
"'But at this time we have been strangely fortunate. Maybe, I have been saved by this hobbit from a grave blunder…'"

(0) No Sign or Sound [Gollum]
Condition • Support Area
Regroup: Discard Smeagol to place a Shadow card from your discard pile on top of your deck
"‘Where's Gollum,' he said, ‘Hasn't he come back yet?'"

[1] •The Stone of Erech [Gondor]
Condition • Support Area
Each time you play a [Gondor] Wraith at site 4K, you may heal a [Gondor] Man.  
Skirmish:  Discard this condition and heal a [Gondor] Wraith who is assigned to a skirmish to remove a threat.
"‘Keep you hordes and your secrets hidden in the Accursed years!  Speed only we ask.  Let us pass, and then come!  I summon you to the Stone of Erech!'"

[3] •Anduril, Forged Anew [Gondor]
Artifact • Hand Weapon
Strength: +3
Bearer must be Aragorn.  Discard any other weapons he bears. He is damage +1 and cannot bear other weapons.  
Each time a [Gondor] artifact is discarded, you may exert a [Gondor] man (or spot a companion of another culture) to remove a threat.
"But before them all went Aragorn with the Flame of the West, Anduril like a new fire kindled."

[4] •Aragorn, Bearer of Legacy [Gondor]
Companion • Man
Strength: 8
Vitality: 4
Ringed-Resistance: 8
While Aragorn is the Ring-bear, he may not bear possessions and each time he is assigned to a skirmish, add 3 burdens or place a companion in the dead pile.
At the start of each turn, you may discard a [Gondor] artifact to heal a companion.  
"‘There is one who may claim it by right. For this assuredly is the Palantír of Orthanc from the treasury of Elendil, set here by the Kings of Gondor. Now my hour draws near.  I will take it.'"

[1] King's Messenger [Gondor]
Event • Skirmish
Wound a minion skirmishing a companion bearing a [Gondor] card.  If that minion is killed, the Shadow player may return it to his or her hand instead.  
"‘You are speaking to the King's friend, and one of the most renowned in all the lands of the West.  You are a ruffian and a fool.  Down on your knees and ask for pardon, or I will set this troll's bane in you!'"

[3] •Boromir, Fair and Bold [Gondor]
Companion • Man
Strength: 7
Vitality: 3
Signet: Frodo
Ranger.
Each time Boromir takes a wound, you may discard a [Gondor] event from hand to wound a minion.
"…he was pierced with many black-feathered arrows; his sword was still in his hand. But it was broken near the hilt, his horn cloven in two was at his side.  Many Orcs lay slain, piled all about him at his feet."

[1] •King's Banner [Rohan]
Possession • Hand Weapon
Strength:  +1
Bearer must be a [Rohan] man.
Each time bearer wins a skirmish, you may add a [Rohan] token to card that already has a [Rohan] token on it.  
Response: If bearer wins a skirmish, discard this possession to liberate a site
"Seeing the banner he made a sign that it should be given to Eomer"

[1] Cast them Down [Rohan]
Event • Response
If a [Rohan] man wins a skirmish, prevent a minion from being fierce until the regroup phase.
"They wavered, broke, and fled back; and then charged again, broke and charged again; and each time, like the incoming sea, they halted at a higher point."

[3] •Eomer, Lord of the Rohirrim [Rohan]
Companion • Man
Strength: 7
Vitality: 3
Signet: Theoden
Valiant.
While you can spot another [Rohan] man, Eomer's twilight cost is –1.
Skirmish: Spot another [Rohan] companion to wound a minion skirmishing Eomer. The Shadow player may wound a companion.
"For once more, the lust of battle was on him; and he was still unscathed, and he was young, and he was king: the lord of a fell people."

That Eomer is easily my favorite of the DCs I have posted.

[2] Ride to Ruin [Rohan]
Condition • Support Area
At the start of each regroup phase, wound a [Rohan] man.  
Each [Rohan] man is strength +1 and damage +1.
"You may triumph on the fields of the Pelennor for a day, but against the Power that has now arisen there is no victory."

[2] •A Sword Day [Rohan]
Condition • Support Area
Wounds may not be removed or prevented by the Free Peoples player.
At the start of the regroup phase you may place a [Rohan] man in the dead pile to discard this condition.  
Skirmish: Add 2 threats to play a [Rohan] possession from your draw deck or discard pile.
"Arise, arise Riders of Theoden! Fell deeds awake; fire and slaughter!  Spear shall be shaken, shield shall be splintered…"

The above three cards are sort of a reimagining of the Rohan culture. I don't know if all three would necessarily work well together; they are more of just a foundation for my ideas.

[1] Chasms of Moria [Moria]
Condition • Support Area
Assignment: Discard 2 cards from hand (or one card if the fellowship is at an underground site) to prevent a [Moria] archer from being assigned to a skirmish until the regroup phase.
"The outer door could only be reached by a slender bridge of stone, without kerb or rail, that spanned the chasm with one curving spring of fifty feet."
      
[1] •Shadow of the Mountain [Moria]
Condition • Support Area
To play, spot a [Moria] minion.
Each time the fellowship moves from a underground site, you may reveal a [Moria] minion from hand to exert a companion.
"They looked back.  Dark yawned the archway of the Gates under the mountain shadow."
  
(0) Mastered By Madness [Wraith]
Event • Maneuver
Exert a Nazgul to wound each mounted companion.
"Horses reared and screamed.  Men cast from the saddle lay groveling on the ground."  

I realize there is another card with the same title, but I made this one before the SoG version was released. And if ever there was a card title worth using twice, I suppose this would be it.

[1] Hatred Awoken [Wraith]
Condition
Strength: +2
Plays on a companion. Limit 1 per companion.
Each time bearer is assigned to skirmish a Nazgul, add a burden.
At the start of the regroup phase, if you cannot spot a Nazgul, discard this condition.  
"His hand left the bridle and gripped the hilt of his sword, and with a red flash he drew it."    

[1] Fear Awoken [Wraith]
Condition
Strength: +2
Plays on a companion.  Limit 1 per companion.
Each time bearer is assigned to skirmish a Nazgul, wound the Ring-bearer.
At the start of the regroup phase, if you cannot spot a Nazgul, discard this condition.  
"Suddenly he knew in his heart that they were silently commanding him to wait.  Then at once a fear and hatred awoke in him."    
   
[3] Gorgoroth Arsonist [Sauron]
Minion • Orc
Strength: 9
Vitality: 2
Site: 5
Besieger.
When you play this minion from a site you control, you may add [1] for each site that you control.
"All the night watchmen on the walls heard the rumor of the enemy that moved outside, burning field and tree, and hewing all men that they found abroad, living or dead."

Immediate reaction is that this is far too powerful. What about the start of the archery phase? Or exerting (probably twice) to reveal at the start of the fellowship phase?

You may be right about that. I actually just created this one a few days ago (all of but two of these were cards that I had made a while back) and I struggled to come up with the true "value" of knowing your opponent's hand at the beginning of your turn. My original draft for the card was "At the start of the fellowship phase, you may add a threat to reveal an opponent's hand" (which still might be too powerful).  

That said, I intentionally avoided going the exertion route on this one. One of my goals was to create a "splash" companion that encouraged the the FP player to keep him alive, unlike other popular companions of that sort such as Greenleaf, Aragorn RotN and Sam SoH, all of whom tend to be killed off once their usefulness is exhausted (pun intended). I like your idea of moving the action further into the turn to help limit its usefulness in decision-making much better. Do you think making the ability trigger each time the fellowship moves (thus no Fellowship phase benefits) would bring the card into balance?
