saruman. master of foul folk

the card's text says you may heal each isengard orc twice when the fellowship moves. During a recent game I wasn't allowed to heal my orcs during a double move. Neither my opponent or myself could find a reason for this amongst the cards played on table. I believe it to be a bug.
