Gemp-LotR formats [Feedback Requested]

Greetings!

Have you ever wanted to include a card in a deck for which you have fond memories (STMTN, etc.), but couldn't because it's banned in your favorite format?
This is the one thing that's always bothered me, so I'd like to do something about that.

Here is the list of cards (from sets 1-10) that are banned in one or more formats.

The List
   Elrond, Lord of Rivendell
   Galadriel, Lady of Light
   Ottar, Man of Laketown
   No Stranger to the Shadows
   Savagery to Match Their Numbers
   Relics of Moria
   Ulaire Nertea, Messenger of Dol Guldur
   Forces of Mordor
   Sting
   Flaming Brand
   Filibert Bolger, Wily Rascal
   O Elbereth! Gilthoniel!
   Aragorn, Heir to the White City
   Horn of Boromir
   Saruman, Keeper of Isengard
   The Palantir of Orthanc
   Bill the Pony
   Frying Pan
   Uruk Regular
   Steadfast Champion
   Aggression
   Memories of Darkness
   Galadriel, Lady Redeemed
   Mordor Fiend
   Gondorian Captain


I propose that there is a way to make these cards available without breaking the formats.  All it would take is a little effort and lot of gameplay (a "league" on Gemp-LotR would be well-suited for "test runs").

Before I go into my thoughts on this in too much detail, I wanted to see if other players on Gemp-LotR would be interested in this, or if I'm all alone on this one.

This is essentially what a PC would be for, whether it be for submitting errata or making these sort of decisions.  I for one am much for that idea, but it seemed to fizzle rather spectacularly while it was still being talked about back in the day.

But perhaps with an enforceable format such as gemp it would be easier.

Set up a Gemp Player's Committee.  Have them set up a "Gemp Movie" and "Gemp Expanded" format.  Get Tbiesty on board, what with the unofficial rulebook he's been maintaining.  An official PC fizzled, but one set up within the bounds of your game could quite possibly work out better.

The problem with many cards (mostly FotR block ones) is that errata that could make them unbanned in formats they are currently not allowed could also seriously mess up formats where they are currently legal. And IMO last thing we need is erratas issued only for selected formats.

There is nothing wrong with stirring the formats a bit, by changing card texts. Some formats are SO stale already, since they have not changed in the last few years.

In order to give you an idea of what updates could be done, take a look at this topic.

The thought here would be to use a "league" to encourage as many players as possible to test out these updates.  Be as creative as you can, and let us know how it went.  We'd have a link in Gemp-Lotr to a forum topic where feedback can be collected.  With the ability for us all to watch replays of games with Gemp-Lotr, this becomes very useful in deciding what needs tweaking.
