And with all that finally finished, do you have a favorite card in the set? My personal fav is easily Old Man Willow, which might also be my favorite design of any DC I've ever done. A close second would be Curunir.

Old Man Willow is great. I also like Army of Westfold - not overly complicated, definitely playable, fits [Rohan]'s theme.

Small wording issue: Frodo and Sam should be "each turn during which", to keep the wording consistent with, for example, Thin and Stretched. Also, Barrow-blade and The Eagles Are Coming should use "each" instead of "any" (see for example Boromir, BoC and Eomer, KoO). Word "any" is IIRC used on LotR cards only on "fake event" cards like Army of Westfold.

I think my favorite is Ufthak, Taken By the Great Spider. So creative!

I think Barrow-Blade should only cost 1. Otherwise, I feel that few people would play it.

It probably wouldn't work. Technically it's neither FP nor Shadow, but once in play certain parts of the card would become active, depending on whose turn it is.

At the start of your shadow phase, you may discard an [Isengard] card from hand to add [1].
When The Dam of Angrenost is discarded, discard each exhausted character.

This is just a rough pass but I wanted to throw out my first draft and let all of you have a hand at tweaking it. What an awesome suggestion!

EDIT: It might be obvious to most of you what each line of text represents, but I still want to break it down a bit. The Dam requires Saruman's attention and the sacrifice of some of his peons, but once it's in place the river Isen loses its identity. Isengard can then harness the dam's power and increase its manufacturing abilities (adding twilight), but if the dam suddenly goes (is discarded), anybody who is caught unprepared is washed away!
