The purpose was never to ID people to ban, it was originally created as a kind of repository of names we could reference so we knew who NOT to play against. Basically is was a "Play this person at your own risk" list.
Actually, the purpose of this thread is

Today, when I get home, I will look at the chat logs accumulated over the last few days and will ban all those using abusive language.
I found enough evidence of abusive language in the logs to ban following players (and banned them):
O1oLo, Vahag, ellindar
While I'm here, I'd like to report
goblin83 as a bad player. He first joined my table, then when he got impatient with my playing speed, left without conceding and joined another game set up by
daac1697. I went into their game and asked him if he was planning to play both games, or if he had forgotten to concede. He initially ignored me... but then apparently became impatient with
daac1697's playing speed. He then left
that game without conceding, and returned to my game where I beat him to the point that he did finally concede. BUT he never conceded to
daac1697, and let that game time out.
