Isengard Orcs & Gollum

I've been trying to make this work for a while now but to pretty much no avail. The idea of the deck is to use Isengard Tender to exhaust the ringbearer, and then finish him of with Master Broke His Promise. My current decklist:

1x Gollum, Stinker (I think I'll replace it with Old Villain)
1x Gollum, Vile Creature (IMO the best gollum to win skirmishes with)
2x Grima, Wormtongue
4x Isengard Shaman
4x Isengard Tender
4x Isengard Tinker
3x Scaffolding
3x Captured by the Ring
3x Master Broke His Promise
3x Sweeter Meats (To prevent wounds, obv ... The thing is, it's somewhat of a choke)
2x The Trees Are Strong
1x Fat One Wants It
1x Tower of Orthanc

Any ideas how to improve it or is this by default a bad strategy? Because as is, during playtests, there always seems to be a component lacking. Either I don't have 5 tokens during the regroup phase (this doesn't happen too often, mind you), either Gollum takes (at least) 1 wound/exertation, either ... 5 or so other things. Strangely, the easyest part of the equation seems to be stacking Isengard Tender on Scaffolding:)

Surely the Gollum from Reflections works better: you only need to exert him twice, and a few Slippery as Fishes with any of his pumps should let him get to the regroup with at most 1 wound.  Nice idea, though!

Library of Orthanc may get a Tinker stacked if you're lucky

Slippery as Fishes is a nice thought, yeh, thx. I don't see how Gollum, Dark as Darkness would fit in, though, since by regroup, I need a perfectly healed Gollum, else no deal. Library seems too much of a gamble, but I'll try it out.

How do you intend to use Master Broke His Promise without a fully healed Gollum?  There's so much archery and direct wounding you cannot guarantee even the strongest Gollum will survive totally unscathed (Brego would stop you cold).  Isengard Warrior helps out in the archery as well, plus works perfectly with the Tinker, in case they do wound your Gollum, or leave you too little twilight.

Isegnard Warrior, yeh! Forgot about that one. Perhaps a good way to help Gollum would be to use some self-assigning minions like some Isengard Men with Desertion, or something (there's better ways, I know) or even Shelob, Her Ladyship, altho that's getting rather expensive again -- in which case Isengard Builder is an option. But what to throw out ... :)
