Does Tom Bombadil's Hat work if the ring-bearer takes burden as a response to a wound in skirmish using the Ring?

I don't think so, because that's not a shadow card adding the burden.

The source of the effect is the card it's printed on. The Ring is not a Shadow card.
All cards do what they say, no more, no less.
