Quick question

I just started playing LOTR with my boys again.  Haven't played in years.  Anyways,  have a question about one of the sites text in the Fellowship set.  It says you can excert a Hobbit to play a Companion, or Ally.  Their twilight cost is -1.  Since it doesn't specify where the card has to be, does that mean it needs to already be in hand?

"Play" always means from hand unless specifically said otherwise.
All cards do what they say, no more, no less.
