Yeah, he was THE Legolas, and he's good if you're just tossing him in a deck, but usually, if you're just looking for a Legolas to toss in, you'd be better off with another comp.

I personally like Legolas, Fearless Marksman as a toss in, helps cycle.

Plus, Greenleaf isn't even an option in standard.

It doesn't seem to me the rule about Pallando is clarified. Maybe it is, but not explicitly.

For a follower at least, the Aid - cost is mandatory for transferring the card to a companion.
The text, "each time you transfer" is mandatory, but not required for the actual transfer.  It is merely something that must be done, but only as the result of something else being performed.

Pallando is very clear - it does what it says. You transfer it, then if that companion is not a [Gandalf] companion, you exert them twice (if you can).

That's why Pallando is awesome with [Gondor] Wraiths. You can use him as an auto-exhaust, but after that his "drawback" doesn't matter.

Not sure if I get what you're saying here. The "Each time you transfer..." is not part of the aid cost as you pointed out (which is just to add [2]), but... what needs to be clarified?

When I play the card with Toil, does it trigger the text of Legolas' Bow?

Ah, my favorite Nocked launching pad. And the cool thing is, it works once each phase!
