Well, it sort of IS decktech, since it's also a list of strategies and pairings that each player uses. Plus This information is specific to Expanded format, and this is the only forum section we have that is specific to Expanded format.

ETA: Post #1 has been updated with you guys's contributions. Please let me know if your TLHH names are different than your Gemp names.

I'm actually trying to work out some super setup Rohan with Bearer of Obligation. Idea is to start with Defender of the Hornburg and Tall and Proud, fetch Erkenbrand's Horn, give it to Théoden, fetch 2 followers, then give the horn back to Gamling, burn Théoden with SFTF (to essentially get 4 cards with it) and you are set. The fuel of the deck would be Citadel to Gate (with Throne of the Golden Hall giving a unified vitality pool and GOTM getting rid of burdens), with Haleth making sure that GOTM sticks if needed. Still need some work on making sure I won't self corrupt at the early sites. Thinking about going for Meneldor, the horn with Citadel to Gate can fetch followers really efficiently.

For shadow I'm planning an Under Foot cycling corsair hybrid.

That sounds really interesting! I'd say just make sure you get Deagol first thing, so you can get Shadowfax right away and start taking the burdens off. You could potentially recycle the Citadel to Gate with Barliman Butterbur, PPP.

Yes, in the list I have atm I use 3 CTG and 3 PPP. I have 4 GOTM, I don't like the 2 extra burdens that smeagol and deagol would give, if I draw an extra I just toss it to BoO's penalty or Léowyn.

I just started going to the list of Rohan cards, not to come up with a strategy, in particular, but to focus on stand-alone powerful cards. Maybe if we compare all of the power cards, we can connect the dots with something else from Rohan, or something from another culture entirely (I have a feeling it would probably be Gandalf).

Power cards, in my mind, would be a card that has a very strong effect, without too many, or any actual dependencies.

Some that I noticed were:
Merry's Sword

Eowyn, Lady of Ithilien

Riding Like the Wind - I included this one because the cost and drawback to have a move limit of +1 seemed very low for this card (it's not even unique) - compare it to Stern People

Riddermark Soldier - only included him because I am going to try to see what options there are in Rohan or other cultures for discarding companions, other than unbound hobbits, to your benefit...maybe none, but if you could have the control to discard them you could cycle them maybe for strength boosts each turn

Gamling, Defender of the Hornburg

Golden Glimmer - could be big potential here if you have hyper-burden removal...the wound you are preventing can be towards ANY companion, not just Rohan. If you can control burdens extremely effectively this card could keep anyone from taking wounds

Our Inspiration - thinking Rohan, if you have a fellowship full of hunters, you could cycle your Riddermark Javelins every turn for 8 archery at a plains if you get them all out fast with your Gamling, etc. BUT the cool thing about this card is it doesn't even limit you to Rohan possessions. If there was a possession that had major impact when discarded (none come to mind immediately), whatever culture it was, you could use this to keep bringing it back. This could work well with a possession whose culture did not originally intend for it to be used more than once, and didn't have much play-from-discard potential within their own culture.

Fall Back to Helm's Deep - seems like a great emergency card with not a terribly huge cost

My thoughts:
A lot of strong Rohan cards work well if you are at a plains. Is there a companion that makes the current site gain plains? ...I feel like only minions do that. I THINK there is a Rohan condition that can do it though.

Along with Riding Like the Wind, I noted Theoden, the Renowned. It seems like most other cards that increase the move limit have some kind of disclaimer that HELPS the shadow player get fresh shadow cards, or shadow cards back from discard pile, into hand, just so they don't get utterly clogged and can only dole out one or two minions per move while you just breeze through each site. But with Rohan if you use Theodred's text to capitalize on Riding Like the Wind, AND if your opponent doesn't have effective cycling (the right Gollum, Ships, or ANYTHING that lets you dump cards), you could really go crazy running, possibly!

Haha...maybe I should have started yet another topic for Rohan...

I think Erkenbrand's Horn is in the top 5 most powerful FP cards (not counting banned stuff). Gamling's Horn is also ridiculously powerful (even without playing horn filter).

Four copies of Simbelmyne and one Leowyn should be included in every expanded format rohan deck as well.

Rohan has some ridiculously powerful cards, but it does suffer from a few major weaknesses: no alternate ring-bearer, no burden removal, poor condition removal, no site manipulating. These added up together result in the need to splash other cultures, at which point it often falls short compared Gondor, Elves or Gandalf.

As for discarding Ridermark Soldier, you can use Where Now the Horse, I used it to change Defender of the Hornburg to Gamling, The Old in a standard format deck after DOTH fetched Erkenbrand's Horn.

Do you really think 4x GOTM will do the job with a 120 card deck? I run a 108 card deck with 4x AWINL and 3x Gandalf, Wise Guide, and sometimes there are STILL games in which I never get Gandalf out. You run 3x CTG and (I'm guessing) 4x SFTF, and look how long it took you to draw either of those!

Another card that I never really recognized the power of until a game I just had with Shelobplayer, is Surrendered Weapons. That thing is pretty amazing! You could really downsize the number of possessions you need to tank out your Rohan guys, by just moving them around during skirmishes.

Oh yes, surrendered weapons also should be in every rohan deck, just simply passing around King's Mail or Heavy Chain is already great, but it does way more than that.

I think 4 GOTM is sufficient, not great but it'll be okay, it's not like I can't toss  [Gandalf] cards every now and then (for example in the game we just played I think I only paied the burden penalty twice out of seven moves), Watch and Wait also helps, I can hardly imagine a situation where I can't get a skirmish win with Doorwarden and Meneldor. And ofc there is also site manipulation and the burden removing sites. The addition of Smeagol + Deagol would make GOTM more easy to get and would help with site manipulation, but I don't want to die to things like Enquea, TOTO + BNAP or double Bound to its Fate or Sense of Obligation + Dark Horseman on site 2. Just about every half decent corruption deck would have a turn one kill on me, not cool at all.
