I would agree that Frenzy of Arrows needs to be changed (I usually change all the 2s to 1), DoO should be changed and I think that Namarie should probably be unique... but besides those three, I don't think that there should be any changes.
so lets just have an aragorn that trumps just about every other aragorn in the game.
and make galadriel amazing.  and any namarie absolutely wipes out any conditions you have. specially with hearth and hall.  hunter elves are way OP...

To get license, we have to run a TCG succesful for 5 years.

And good financing. We won't be getting the license. We just need a PC to make new cards not a company .

I'm more thinking of designing a new gameplay which alow is to use the crads from lotr tcg and then contact for example wizards or any other company. They might be interested with the 2 hobbitmovies comming and also because of lotr rpg online.

For instance we can modify the gameplay combining lotr's gamemechanic with the one from SW ccg.
Instead of using twilight tokens we create a shadow twilightpile. Example: freeps play sting cost 1, moves with 2 comps to a site of 1 in region 3= 1 + 2 + 1 + 6= 10 cards for the twillightpile of the shadowplayer. The shadowplayer can use this pile to pay the cost for the cards he plays in his shadowpahase. Only problem I encouter what if you don't have any cards in your deck. The freeps will have a free walk then.. hmmm still a lot of thinking to do with this.
I'm just giving thoughts!

I have one of the players from the online league who is a part of the Star Wars PC who wants to work on a LOTR PC. With some experience and direction we could make it a success. I am worried that so many people are throwing out different ideas we will have a fracturous PC so we need to decide to get behind one 'group' or we might as well continue on as we have been...

well, first of all i have to say that i didn't read the whole thread, which means i did only fly over it.
but to my mind the most important basics for a PC are:

1 - take only a few members, which means ~ 5-6, should form a PC (too many opinions...and so on)
2 - diffent countries, different life styles: the members of a PC should come from all over the world, e.g one from the USA, GB, Australia, South America, Germany/Austria, alright?

i'll throw in myself later.

Multi-national representation and liason is essential. I think talking specific numbers is premature but I agree with you the PC should be tight in numbers. However, there will have to be more people included in playtesting capacity.

maybe 2 representatives from each country.

the more represantativs the more difficult it gets to come up to a decision...
