Well, that can only be 1 ring of course and it is such a weight to carry ;). Here's the situation. When Boromir bears this ring and is bearing an armor, does he have to take 3 burdens? He can take only 1 wound in skirmish, and he has to take 2, or 3 burdens to be allowed to skirmish.......

If Boromir, Bearer of Council is bearing Armor, you have to add three burdens. You don't have the choice of wounding him twice.

wait, if bearer of council is wearing armor, why can't you choose to wound him twice at the start of a skirmish?

Because you can't wound him twice, so you must use the action that you can perform fully.
