Problem is, it's impossible to distinguish a rege-quit from an authentic problem with connection/computer.
It's not impossible. Generally it is pretty clear from the context. Generally a true ragequit will happen right after you have dealt the offender some critical blow to his game (e.g. the Ring-bearer is about to be overwhelmed, etc.), and often the context can be supported by the chat transcript.
I would ask that people try to be reasonably certain that the person really did ragequit (and not just have an internet problem) before you report them here. It is not an offense to have crappy internet, which is generally outside of the person's control.
At least the timeout should be sorter. 5 minutes to make a choice is enough. How long is it exactly now?
I think it's about 10 minutes, though sometimes it seems like it's a little shorter than that. I believe the time is an estimate of how long it might take to restart a computer and navigate back to the site. In my experience it's a pretty close estimate. There have been times when I've been forced to restart my computer, navigate back... and still not quite make it in time before I get the auto-loss. So, I think the time period is about right.
I think it's great you don't immediately lose upon losing your connection, or leaving the game room, because there have been times when I've needed to switch the game to a different (more portable) computer in order to keep playing. I think the ability to do that is a great feature.
My compiled list has been updated. I chose not to add diaprel, because I'm not seeing any motive for purposefully "ragequitting" a game before it has started. Looking at the game link, it seems to me like the guy was never really there, and for whatever reason failed to take his table down.
